Why a new license is the moment
A contractor's first agent has no incumbent to displace, which is rarely true of an established account. Many states also ask for proof of insurance or a bond as part of licensing, which means the need is real, not hypothetical. The trade tells you the class of business before you dial: roofing and electrical don't quote alike.
How agents work the feed
Subscribe to the states you're appointed in, save a filter for your best classes, such as roofing in three counties, and get a daily email with the new licenses in it. Export to CSV for your agency system. Phone numbers come from the licensing record, so check them against the Do Not Call registry before you dial.
What this isn't
This is licensing data, not an exclusive lead: anyone subscribed to a state sees the same licenses, and nobody on the list has asked to hear from you.

How do I get commercial insurance leads?
Bought leads are people who asked for a quote, often sold to several agents. A licensing feed is earlier and cheaper: it finds every new contractor in a state, whether they've asked or not, and you do the outreach.
